  1. In bowl combine potatoes, tuna, bread crumbs, celery, and pepper.
  2. Add tuna water, if and as needed, to moisten mixture.
  3. In skillet heat oil over medium heat.
  4. Drop about 1/3 cup potato mixture into hot oil; flatten to 1/2-inch patty.
  5. Cook 4 minutes or until browned.
  6. Carefully turn; cook 4 minutes more.
  7. Repeat with remaining mixture.
  8. Serve with tartar sauce if desired.
