  1. Coat a large with cooking spray, place over medium heat.
  2. Add the oil and onion.
  3. Saute until soft. Add garlic and carrots,
  4. Saute until garlic is soft.
  5. Add turkey, and brown it.
  6. Add chili powder, paprika, cumin, tomatoes, tomato sauce, bouillion, water, beans and green pepper; bring to a boil.
  7. Cover, reduce heat and simmer for 30 to 45 minutes.
  8. Season with salt and pepper,and garnish with scallions.
