  1. pre heat oven to 350.
  2. spray cake dish with pam.
  3. cut up cabbage into med size pieces, place on bottom of casserole dish.
  4. brown beef, and onion.
  5. drain any fat.
  6. add in rice, tomatoe soup, and water, add spices.
  7. pour mixture over cabbage.
  8. sprinkle with cheese.
  9. bake covered for 50 minutes.
  10. let stand for 5 minutes.
