- in a small saucepan, whisk together the sugar and flour. slowly add the water, whisking constantly. bring to a boil and cook over medium heat for 10 minutes, stirring from time to time. remove from the heat and stir in the vinegar, butter and nutmeg.
- let cool. store in the refrigerator for up to 3 days.
