  1. Heat the oil;
  2. Cook the onions and green pepper for 10 minutes.
  3. Add the meat
  4. Cook over high heat, stirring almost constantly until browned.
  5. Mix in the water, tomatoes, chili powder, salt, garlic, vinegar, tomato sauce, worcestershire sauce, sugar, mushrooms, V-8 juice and lemon juice.
  6. Cover and cook over low heat 1 hour.
  7. . Add the beans and cook an additional 30 minutes.
