  1. Butter a 9x13 cake pan. Preheat oven to 350 degrees.
  2. In a large mixing bowl, add all cookie base ingredients except melted butter. Blend well. Add butter and stir. Blend until you have pea sized balls of dough. Press 1/2 of the mix into the prepared pan, cover the bottom of the pan as well as a little ways up the sides of the pan. Reserve the remaining cookie mix for later.
  3. In a medium sauce pot, add all the filling ingredients. Mix well and bring the filling to a low boil. Stir and heat until the filling thickens. Remove from heat and cool slightly.
  4. Spread the filling over the cookie base in the pan, covering the cookie base evenly. Crumble the reserved cookie base over the filling evenly.
  5. Bake in preheated oven for 35 minutes until the cookie base is lightly browned and the filling is bubbling up. Remove from oven and cool.
  6. In a small bowl, mix together the icing ingredients, adding just enough milk to make a good drizzling consistency. Drizzle the icing over the cookie base. Allow to cool completely. Cut into bars. Enjoy.
