  1. Preheat oven to 350.
  2. Grease 9x9x2 baking pan.
  3. Mix sugar, butter, vanilla, and eggs.
  4. In separate bowl mix flour, cocoa, baking powder, and salt.
  5. Mix wet and dry ingredients until well-incorporated.
  6. Add walnuts.
  7. Spread evenly in pan.
  8. Bake 20 to 25 minutes or until toothpick inserted in center comes out clean.
  9. While brownies are in oven, heat caramels and milk over low heat (or in double boiler) and stir until melted and smooth.
  10. Drizzle caramel over warm brownies.
  11. Cool completely before cutting into 4 rows by 4 rows.
