  1. Step 1.
  2. Boil the minced mutton, in a pressure cooker with salt, raw papaya paste and 1/4 cup of water.
  3. Step 2.
  4. Transfer the boiled minced meat into a mixer bowl and blend for 1 - 2 minutes, until soft and forms a ball.
  5. Step 3.
  6. In a wide bowl, add the remaining ingredients to the cooked minced mixture.
  7. Step 4.
  8. Shape the mixture into round kebabs.
  9. Step 5.
  10. Heat oil in a non-stick frying pan. Reduce heat to medium.
  11. Step 6.
  12. Shallow fry until brown on both the sides.
  13. Step 7.
  14. Serve with green chutney and onion rings.
