  1. Preheat oven to 350 degrees.
  2. Heat olive oil in a large skillet over medium high heat.
  3. Add ribs and brown on all sides, about 7 minutes.
  4. Season with salt and pepper.
  5. Transfer to a roasting pan.
  6. Add onion, leeks and garlic to the skillet and saute until beginning to brown, about 5 minutes.
  7. Add wine and broth, stirring to remove any browned bits stuck to the bottom of the skillet.
  8. Add tomatoes, thyme, rosemary and chili powder.
  9. Bring sauce to a boil, remove from heat and pour over the ribs.
  10. Cover with aluminum foil and bake for 2 hours or until ribs are very tender, basting every 30 minutes.
  11. Uncover and bake 15 more minutes.
  12. Remove pan from oven and skim off grease.
  13. Serve ribs topped with extra sauce.
