  1. Place meat in dutch oven.
  2. Add spices from pkg if desired.
  3. Add bay leaves and peppercorns.
  4. Add water to cover meat.
  5. Bring to a boil, reduce heat and simmer, covered 2 hours.
  6. Add all vegetables EXCEPT cabbage.
  7. Cover, return to boiling.
  8. Reduce heat and simmer 15 minutes.
  9. Add cabbage.
  10. Cover; cook for 20 minutes more.
  11. Season with salt and pepper.
