  1. In a large saucepan, cook ground beef until browned; drain off any fat.
  2. Stir in potatoes, celery, onion, green pepper, bouillon cube, water and salt.
  3. Cover and cook for 15 to 20 minutes, until vegetables are tender.
  4. Whisk together flour and milk.
  5. Slowly add to meat mixture, stirring until thickened and bubbly.
  6. Add cheese and heat, stirring, just until cheese melts.
  7. Garnish with additional shredded cheese when serving, if desired.
